football game that meant so much more. new at 10:00 tonight, debora villalon is live at san ramon valley high school where the progress jake is making. >> reporter: heather, he is paralyzed from the chest town. it is just remarkable. while homecoming for the wolf pack isn't until october, this was a homecoming by itself. jake javier was admired here on the field. even more admired now. it is a part of his hometown crowd under friday night lights. jake broke his neck diving into a pool the day before he was to graduate. first spinal surgery followed by the summer of intense therapy as they continue to build strength in his harm and hands. >> look at you. it is the longest outing yet

wage. that is why city officials including the mayor bates supports boosting the wage. >> and if you cut the minimum wage, then you would have it from 48 hours a week. you make an annual basis of $31,200. well i will tell you what, i don't know how you could live there for that kind of money. >> reporter: there is no stopping of the wage hike. the only question is when it will happen. come november, they will need to decide when they increase and when it will take effect. they measure cc. that it would happen next year. that they make the move in 2019. ironically that he wants both measures to fail. >> both the people that will put that initiative on and our employment, that we would vote on them and the ballot to ask the judge if we could write an argument to vote no. >> reporter: instead, the city officials unanimously voted far compromise to raise the minimum raise hike to $15 in 2018 for

this time. but the shooter remains at large while investigators were there and they happen to come across suspects who were wanted for stealing. three women were detained at the scene and the stolen property was recovered. there is a heartbreaking update tonight to a disturbing story we first told you about yesterday. a six-week-old infant brought from santa clara valley medical center has now died. the baby's father is now charged with murder, arrested on tuesday after his baby girl named mila was admitted to the hospital with a fractured skull. nine broken ribs, broken left arm, and multiple fractures in both legs. investigators say that the 32- year-old matthew zabala was convicted of child abuse before. >> we will do everything to hold mr. zabala accountable and get some sort of justice for baby eli. >> the sheriff's office and the medical foundation have both establish add gofundme page --

established a gofundme page to help with funeral costs. he's expected next week to enter a plea. a deadly motorcycle crash shut down the northbound lanes of the golden gate bridge ride during the evening rush hour. that accident happened south of vista point. our cameras showed traffic at a standstill heading out of the city towards marin. those vehicles didn't budge for at least an hour. witnesses say that the motorcyclist was going in and out of traffic at a high rate of speed when he hit the curb and he was ejected. no other vehicles were involved. the motorcyclist was pronounced dead at the scene. in the meantime they're considering changes in the art deco toll plaza. it'll call for a new structure looking similar to this holding the lasers and the cameras and where they scan license plates. it'll be south of the existing toll booth. at this point there's no plans to demolish the federal red

booth. dramatic new worlds tonight to stop zika from getting into their blood supply. blood centers will now need to start testing for it everywhere. california is actually on the fast track? >> reporter: california is on the fast track, ross. the fda said that all blood centers should have testing in place within three months, but that california is on a list of states given an earlier deadline to start testing within one month. the battle to contain the zika virus is expanding to protect the blood supply. they announced new guidelines for the blood banks nationwide. >> we are recommending the testing throughout the united states and their territories. that we will be taking this step to further enhance their safety of the blood supply. >> reporter: the fda said that california is one of 11 high- risk states that should test all donated blood units for the zika virus. most of those states are close to florida or mexico where zika has been spread by mosquitoes.

some also have zika cases related to travel or sexual transmissions. california has 170 such cases. doctors say that the concern is that blood donors might be carrying the zika virus without knowing it. >> about 80% of people who are infected with zika will never develop any systems. which is a reasoning why it is a risk to the blood. >> reporter: at the bay area's blood center of pacifics, they've been asking donors to travel to zika-risked zones or a special contact with someone who has traveled in those areas. they also start add zika- testing -- they also started a zika-testing program last month. >> donors will be tested for west nile virus and a number of other diseases. and so zika will be added to that getting all those results. >> the test is still new. it has been used in florida and puerto rico. >> it has not yet been fda

licensed. but it is still in an investigational phase. it is an acid test as we are looking specifically for the viruses. >> reporter: there are two manufacturers in the united states that make this screening test and all the blood samples will be sent to a lab in arizona for the results. the cost of the blood banks and the medical centers though, heather and ross are still unknown. so that's a big factor that they're going to try to wrestle with. >> reporter: is this new test 100% accurate? >> it has not been approved as there is a question on how effective it is. but right now they show that it is very effective at screening early on too. so they're putting a lot of stock in this saying that it is important for every single unit that gets into the bloodstream of the united states supply to be tested just as a precaution. >> yes, that's what i was going to say as another precaution. thank you, jana. a judge in san diego has

new tonight at 10:00, a push to put the brakes on large trucks. today, federal regulators announced the plan to use the technology to carpet speed of large truck -- to cap the speed of large trucks and buses. the goal isn't just safety, but does everyone think that this will work? >> reporter: that is just it as we've gotten a lot of victory reactions from the folks we spoke with. they can see both sides, the

pros and the cons of this proposal. california law, they limit big rigs and any vehicles towing a trailer to 55 miles per hour. but it is not always heated. now the the national highway traffic safety administration, they are considering the electronic devices to limit trucks to 60, 65, 68 miles per hour. they will need to require it on any -- any vehicles. >> it's a lot of weight. if you have a certain speed that you can only go, it is easier for the driver, i mean experienced or unexperienced to react. >> reporter: richard has been a commercial truck driver for 15 years. hauling goods west of texas. >> as far as the trucks are being governed, it is a good idea. but in reality, no because it takes too long to yet you to where you need to go.

it'll bring down the number of heavy crashes and trucks. anything slower to the action will be better than faster. yeah, it would be better. >> reporter: the proposal does not force older vehicles to at speed to limiting technology. but regulators are considering it. this couple on the motorcycle says that flowing down -- slowing down trucks won't make the roadways for going that slow. >> a lot of the people don't want to check going slow in front of them. >> most truckers are in the first two right lanes anyway. >> reporter: the general manager says that the use of technology can improve safety on the road that the proposal won't affect the driver because his company's fleet of trucks have built in technology that will limit speed. they're pad for by the every

for ways to eliminate the shipments and adopting cleaner technologies that don't add to global warming. the legislation may violate federal law. >> san jose police tonight need your help in catching a bank robber who has hit twice now. the most recent one was yesterday at a wells fargo bank. he also robbed the chase bank late friday. in both cases he would pass a note for something. an assault and robbery on the u.s.s. campus, two men and a woman entering the campus building here back on july 26. but the woman punches the student. one of the men, they steal the student's backpack. the woman then punches another student in the face stealing her cell phone. that second student, they actually got a broken nose. the trio is also accused of stealing a laptop. if you recognize them, of course call san francisco police. the woman at the center of

the sex scandal involving bay area police officers is in florida tonight to attend rehab. as ktvu henry lee reports that they say that the department is not paying for the trip. >> reporter: celeste guap hopped on a flight out of sfo friday the day after she turned 19. she posted this picture on instagram of her virgin america ticket to ft. lauderdale. the self-described call girl has been sexually exploited by bay area officer who is may have had sex with her while under age. she told me that she will undergo rehab for substance abuse and sex addition. i expect that he squashed problems before she left. but they say that it is to put you in a completely new environment and less likely to quit. she said that richmond police is paying for her rehab, but police and city officials told me that's not the case that no richmond taxpayer dollars are involved. i asked her for copies of the paperwork. guap responded, "the sergeant in charge of my rehab is

handling all that. i just be sign them. lol." matt stonebreaker of the police. in a past interview you can see the sergeant is standing outside the west contra costa justice center in richmond a one-stop center for families affected by domestic violence, sexual assault, abuse, and sex trafficking. i asked if the center would help guap in any way. she confirmed that the department did refer her to isn't the to get services -- did refer her to the center to get services. doing so could violate their state laws. the mayor says it shouldn't matter who is paying for it. why aren't we grateful that she has found help and wish her success in turning her life around and becoming a productive citizen.

john hopes that guap has not found a way to her legal events in the event she wants to sue the police. >> i would be concerned as her lawyer whether or not she is getting a benefit here or giving up any particular rights that she may have for the disclaimers that i think that she legitimately has with the police department and other departments. >> reporter: still a lot of unanswered questions on who is paying, but we're still digging. in oakland henry lee ktvu fox 2 news. and weather today will be a bit cooler today across parts of the bay area. it's been a cool august. san francisco is only reaching 70 degrees one day this month. that was on august 8. the better years of san francisco did not reach the 70s as you can see that labeled from 1942 and 1917. and way back to 1882. san jose is below 90 this month as well. the coolest day is on august 6. the hottest day is 88 degrees. the average high is 80 degrees. san jose did not reach 90 just a couple years ago.

don't let the oil companies put their profits... ...ahead of our kids. a san jose parking lot filled with rvs. this is where police officers sometimes sleep. some officers say that they are working so much that they simply don't have enough time to go home between shifts. ktvu's ann rubin spoke to san jose's police chief today about a staffing shortage that he calls unsustainable. >> reporter: though it looks a lot like an rv park, this is actually a parking lot near san jose police headquarters. and it is where more than a dozen officers sleep when mandatory overtime cannot make it home. some live in places like

mantika and tracy. others live closer with just three to four hours in between shifts. >> these officers, they should be sleeping in their own beds. and they should be waking up, seeing their kids, seeing their family. and that is not happening. it is not happening because we are absolutely at an emergency state in regards to staffing. >> reporter: the police chief plans to ask for an commercial state of emergency declaration on tuesday. he could shift different officers. >> there have been days that we needed to hold over at least 20 officers onto the next shift. you cannot treat your employees that way. we can't. you can't continue that way, it's unsustainable. >> reporter: the mayor agrees calling the rv situation shameful as it is clear that they represent a bigger problem. >> that will pressure out until we will have a right day. >> reporter: until then mandatory overtime will continue to take its toll on

pittsburgh pirates moved the family out to the bay area five years ago because he felt like the opportunities in baseball were greater here than back home in boston. >> he was on his way, you know, i talked to the community colleges, trying to reach his goals, you know, becoming a number one baseball player at that point in his life and that they were getting offers. >> reporter: he never got his crack at bat. on august 6 just after 9:30 at night while walking with a friend near the square playing pokemon go, he was shot in the back. >> he didn't get a chance. calvin was killed instantly. >> it's a nightmare. >> he was my best friend. he was stolen from is and the rest of his life was stolen. his dream and everything that he has worked so hard for was

heart. and that it will never be the same. >> reporter: in san mateo tara moriarty ktvu fox 2 news. several years after casey dugard was freed, she upheld a lawsuit. the government is not liable for the actions of the paroled officer who supervised garrido. garrido was on parole at the time. 18 years later a police officer spotted him with two young girls that he fathered with dugard. the suspicion lead to his arrest. the republican nominee donald trump was at a casino in lake tahoe tonight raising money for his campaign. the event at harris began at 6:00, and it was scheduled to wrap up just about 30 minutes ago as they were hosted by the

san francisco police have just released a sketch of a suspect involved in a vicious

attack on a pedestrian last weekend. take a look. police just tweeted this out a few minutes ago. they write, "help us identify the suspect from the washington park battery." notice the mole on the upper right cheek here. the attack actually happened on washington street near lafayette park and that is, of course, at pacific heights. the surveillance video of the attack is very hard to watch as a woman here suffered a broken nose when this man here started punching her for no apparent reason. he said that he asked -- she said that he asked her to say sorry, but she had no idea who this man was. new problems tonight for a livermore charter school already set by controversy as cristina rendon tells us that a principal and a vice principal are facing criminal charges for failing to report the alleged abuse of a 14-year-old student. >> reporter: parents and students at livermore valley preparatory have nothing, but love for their school despite a string of allegations. >> they're saying that hundreds of kids left.

you've got 300 something kids that are coming here to be at school. >> reporter: the latest accusations are against eric dilley and vice principal randy taylor. and court documents show that an afterschool tutor not affiliated with livermore valley charter prep accused the student of copying homework. prompting the teen to leave campus. then he found the teen behind a grocery store, grabbed him, shoving him into a car before bringing him back to campus. >> reporter: dr. lynn liscoe is the ceo of tri-valley learning. she said that her investigation revealed that the foreign exchange student was putting himself in danger and the adult stepped in to take him to safety. she had no indication from police that there was any criminal wrong doing. >> they made sure that the student was safe.

>> reporter: but she has placed the principal on administrative leave. >> i don't understand why this is happening at this point. the students love him. i mean that he would never put them in danger. randy taylor resigned on sunday. and the tumor accused of the abuse stopped coming to campus immediately after the incident. parents feel like the situation was taken care of. they fear what could close the school. >> deal with it, but that is not a reason to shut down a school with high academics. so what about the kids? >> when she took charge of the school in march, she walked into a chaotic mess, but she has made changes and continues to make changes to ensure the school son the right track. cristina rendon ktvu fox 2

all right, a woman in virginia who lives next door to robert duvall says she shot down a drone that was flying over the actor's house. >> reporter: when it came, i just reached my gun up like this. i got it. it is just my belief to give people their privacy. >> reporter: she spotted two men hanging around his property. she chased them off and

threatened to call police. youngman says she saw the drone flying over duvall's property. when the wind blew the drone into her yard, she took out her .20 gauge shotgun and blasted it out of the sky. and in weather a little bit warmer for your weekend. we cooled off a bit today. the low clouds are making their way into the bay. it is out there as you can see up towards eureka and towards the crescent city. all the way down towards southern california. and that the clouds are here in san francisco. transporting that fog bank back into the bay with those low clouds extending out towards parts of the east bay. as far as those current numbers are out there, it is fairly mild for this time of the day.

60s in walnut creek. 65 in san francisco. a bit of a breeze is kicking up. and some more reports for you. winds are not as strong on these panels, but definitely the winds are cranking up with the live camera looking out towards the bay bridge, the clouds are working their way back into the picture for this weekend. a little bit warmer out there and then a cooler forecast that will be setting up for next week. overnight lows, widespread 50s across a good portion of the bay area. but as i mentioned that tomorrow will be warmer. those fires are burning to the south with the southerly wind to transport the smoke closer to the bay area. with that, we could have more haze in the sky, especially the south bay. sunday will continue to be a little warmer as well. all the low clouds, first thing
